An RCD is judged on two numbers: how much leakage it lets through and how fast it lets go. Neither is "as small as possible" - a device that trips on every harmless ripple becomes a nuisance - so the ratings and times are a deliberate band.
GFCI / RCD Trip-Time Reference Tool lists standard ratings, their thresholds and maximum clearing times under IEC 60364 and UL 943, and gives a quick verdict on your measured leakage.
It is a reference aid. The exact device data comes from the manufacturer and the code in force.
